Responsibilities:

 

Assignment A: Design and Contract Engagement

  1. Soil test of the location as per requirements and standard practice.
  2. Detail and complete design including working drawing of one dry dock basin (approximate dimension: 255mX48mX14.50m) having facilities for docking vessels up to 100,000 (One hundred thousand) Dead Weight Tonnage.
  3. Detail and complete design including working drawing of other relevant facilities of dry dock including dock gate.
  4. Preparation of detail layout of the dry dock area including roads, sewerage systems, administrative building, workshop etc., following IMO convention.
  5. Material and cost estimation for construction of the above mentioned items.
  6. Survey and assessment of dredging requirement including identification of areas.
  7. Assessment of machinery and Equipment related to Drydock  and Dockgate.
  8. Preparation of general and technical specifications of the above mentioned items including detailed cost estimates.
  9. Preparation of tender document alongwith BOQ for selection of contractor for construction of dry dock and other facilities Including related machinery and Equipment as mentioned above.
  10. Assist employer in furnishing the clarifications, conducting pre-bid meetings, preparing minutes and issuance of amendments, evaluating bids, negotiations with the bidders and finalizing contracts etc.
  11. Participate and assist employer in holding meeting with the World Bank, various financial institutions and other authorities.  
  12. The consultant shall also require to perform any other related jobs as may be necessary to complete the Assignment as mentioned above in this phase.

Assignment B: Project Management and Construction Management

The works include but not limited to:

  1. Engineering and project management of one dry dock basin (tentative dimension: 255mX48mX14.50m) having facilities for docking vessels upto 100,000 (One hundred thousand) Dead Weight Tonnage.
  2. Successful construction management of the above mentioned dry dock including dock gate following IMO convention and other statuary rules and regulations including supply of all required Qualified and experienced engineers and technical personnel as per ToR.
  3. Quality control of all works related to Construction of Dry Dock including Dock Gate.
  4. Any other  works as may be necessary to make the dry dock fully operational for commercial services.
  5. Manage and lead the construction of 100,000 DWT Dry Dock along with ancillary facilities from commencement date until completion.
  6. Finalization of construction program with the approval of employer showing the general methods, arrangements, order and timing for all the activities in the works based on the information submitted by the consultant.
  7. The consultant will provide material requirement and also validate the quality of the construction materials as per project requirement.
  8. The consultant will provide all the required information to the Lender’s Engineer (Independent Engineer) for preparation of periodic report for Lenders, Bangladesh bank and World Bank.
  9. Ensure successful construction and installation works of the dry dock in accordance with the contractual specifications and scheduled drawings.
  10. Ensure presence of qualified personnel during execution of works as mentioned in the Team Composition (Item No. 4.).
  11. Submission of progress report in frequency and manner to be agreed mutually mentioning Pro Rata progress of works and preparation of project completion report.
  12. Revision of the construction program of works as may be necessary from time to time.
  13. Monitoring the quality and performance of the dry dock during defects liability and warranty periods of different constructions and corrections of all defects during the period 
  14. Performing any other related jobs as may be necessary to complete the Drydock as mentioned above.
  15. The project management consultant shall manage all related construction works and will be fully responsible for successful construction and commissioning of the above mentioned 100,000 dwt capacity dry dock.
  16. The consultant will also arrange any other specialized equipment necessary for construction of the dry dock and specialized manpower other than those furnished in Team Composition (Item No. 4). Details of such equipment and manpower requirements including the tentative costs for the same will have to be proposed in the offer separately.
