From both environmental and social viewpoint, Dry Dock development project requires special attention, as it will intersect with the natural environment and local population (social) on both the landside and the river. 

KDDL has appointed a venture of two internationally recognized consulting firms: AECOM and Adroit Environment Consultants Ltd for conducting both IEE and a full phase ESIA with the assistance and consultation of the MLA.

AECOM has been engaged in many ports and terminals projects in India and other countries for over two decades, and has provided extensive services to Indian government, port authorities, private developers, terminal operators and lending agencies. The range of services offered has included site selection, feasibility studies, detailed project reports, Environmental Impact Assessment, Social Impact Assessment, facility planning, basic engineering, detail design, construction super vision & program management of containers and non-containers of berths, dock, jetties, shipyards, port structures, dredging, reclamation, bulk handling systems, bulk storage facilities etc. Their prior experience of working with World Bank/ADB funded project shall provide an added advantage in this intervention.

 

Adroit Environment Consultants Ltd. (AECL)

The company started consultancy business with a variety of skills backed by sound knowledge and experienced team effort to new and innovative ideas and modern concepts of environmental management. Presently, AECL has three sister concern organizations to work in different fields. The sister concerns are Center for Environmental Research and Development Initiatives (CERDI-Bangladesh), Bangladesh Institute of Environmental Management and Assessment (BIEMA) and Adroit Engineers. AECL is considered as a pioneer in the field of Initial Environmental Examination (IEE), Environmental & Social Impact Assessment (ESIA), Environmental Management Plan (EMP) and Resettlement Plan (RP).

CERDI-Bangladesh is an NGO and a non-profitable organization working in the field of environmental research, awareness, education & training, vulnerability of women & women empowerment, human rights etc. Adroit Engineers is working as a service & logistics ensuring company for AECL & CERDI Bangladesh as well as working as local agent of few overseas organizations in the country.  Bangladesh Institute of Environmental Management and Assessment (BIEMA) is a training wing under which AECL offers different training program. 

AECL conducted hundreds of Initial Environment Examination, Environmental Impact Assessment, Environmental Management Plan, Resettlement Plan etc., in various fields for the Power Sector, Textile (Dyeing, Printing and Weaving), Pharmaceutical, Oil, Gas & Energy, Fertilizer, Cement, Pulp & Paper, Iron & Steel, Ceramic, Infrastructure, Food Industry, Tannery & Leather, Chemical Industries etc. A significant number of projects among them were funded by World Bank/ADB which ensures quality of work. Moreover, AECL has a fully equipped environmental laboratory having the facility to analyze all types of water, air and noise quality parameters.

The responsibility of the ESIA Consultant will include but not limited to the followings:

  • To Identify possible risks related to environment and social issues, suggesting mitigation measures and social safeguards, including in particular compensation and assistance to affected parties
  • Prepare IEE, RP, EMP,ESIA, SIA, EIA and SMP based on the impact study, suggest appropriate institutional arrangement and capacity building needs for ensuring proper implementation of environmental and social management plan during the post-construction, construction and operational phase.

This will result in a comprehensive study that encompasses both the Initial Environmental Examination (IEE), Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) requirements within a framework.
